PERSONALITY ►
Before the war:
President Stone was a law abiding citizen who enjoyed serving his country and protecting the innocent. His passion in life was making sure everyone got a fair chance, even the villains. Even his power was used fairly and only on the appropriate occasions. If he wasn't helping to apprehend the bad guys or transporting them back and forth to court, his power negation was not used in any way. Altogether he was a patriot and a hero, nothing more and nothing less. An all around good guy, he has more friends than enemies, and even he forgave those.
After the war:
At this point Stone began to have a change of heart. Elected president by the remaining members of the super hero council, he found his former brothers and sisters in arms to be more headstrong, causing his good guy persona to start fading away. His passion for law and justice was replaced with a drive to serve the common good. In this process he became much harder to be around and began passing strict laws. In his mind he is only doing the right thing, even if some people don't agree. Then again, it's not like he exactly asked.
After the rebellion:
The rebellion caused the once kind and heroic Stone to become the very thing he fought against in his youth. A villain. Cruel and unwavering, he's now willing to cut down anyone who threatens to destroy the hard won peace he has created. The pleas of the less fortunate districts fall on deaf ears as he no longer cares. To him, they deserve everything they get because they rebelled against him. Bitterness barely covers the surface of how he regards the rebellion especially due to the "good lives" the traitors took in their wake.

On the outside he may be calm and friendly, but rest assured that he is capable of great cruelty and will resort to it at the drop of the hat. Remember, the President is always watching. Be ready to put on a show, or risk becoming his main event.

POWER NAME ► power negation
POWER DESCRIPTION ► Power negation is both a blessing and a curse. When he was a super hero, President Stone used his gift to humanely neutralize super villains, allowing them to receive a fair trial without putting innocent people at risk. After the downfall of society, he began to see how powerful he actually was, using the negation to take down opponents and to instill fear in to his allies.
The effects of his power can last up to two weeks, and they completely negate anything power related. For example, a cryokinetic would no longer be able to resist the cold but they also wouldn’t be heat sensitive anymore. President Stone activates his powers with a flick of the wrist and has a high endurance for using them. If anything, he feels slightly odd if he DOESN’T use them often enough. In general, he can negate up to 20 powers a day but he has gone higher in battle scenarios. When he does reach exhaustion levels, he simply isn’t able to keep the powers repressed for as long. He can also widen his range of effectiveness by lessening the time he intends to negate them.

HISTORY ►
Born the son of a lawyer and a police officer, the motto “to protect and serve” was ingrained in to a young President Stone’s mind at a young age. Making sure that everyone received the justice they deserve was his parents’ mission in life, and later it would become his. Other than his parents’ occupations, Stone grew up a normal child. He attended school and made average grades, enough to get in to a decent college. Everything began to change whenever he realized that he was different at the age of 18.

Super heroes became mainstream a year after his power emerged, allowing him to join their ranks and use his gifts for the common good. Most of the time this didn’t include traditional crime fighting, though he did dabble in it a time or two whenever he got bored. His day to day duties generally consisted of neutralizing villains for as long as possible so that they could be properly jailed and transported for their criminal cases. To most this may seem like a boring job, but he loved it.

By the age of 25 Stone was married and the head of the Superhero Council, the body in charge of helping superheroes and advocating for their rights in an ever changing world. His respect for the law and everything it implied made him a trusted member of the community, enough that they made him their leader. Even though he was originally opposed to the idea, Stone eventually rose to the occasion and proved himself to be capable and wise despite his age.

The nuclear war brought on by the normal citizens changed everything for the Supers, but none more so than Stone. Every man, woman, and child who didn’t have some form of a super power was wiped off the face of the planet within hours, and nothing they did could stop it. Something about the mutations in their genes made the Supers mostly immune to the effects of the blast, allowing them to bounce back quickly. Certain parts of North America were less affected than the wasteland that surrounded them. It was here that Stone sent the rest of the supers during their exodus.

Alistair Stone became the President of Panem on his 30th birthday. It took the remaining members of the Council and a few other world leaders who hadn’t come forward with powers before the blast almost a year to get everything situated and put the districts in to place, but they did it with care and precision. Everyone had a job, everyone had a purpose. The Capitol was reserved for those who worked with the government and their families, something that Stone prided himself on. In this way he felt they could survive and someday things could possibly even go back to normal.

Governing people who believed themselves a few short years before to BE the law turned out to be much harder than Stone expected, especially when it came to keeping to their tasks and sticking to their districts. The more the other Supers acted out, the harder it became for Stone to maintain his good side. All that mattered to him was making sure that everyone survived, though his methods seemed to become more questionable as time went on.

On the fourth anniversary of his inauguration as the new president, the districts rebelled. Lead by District 13, they waged a two year war against the Capitol and the two districts that mostly sided with it, Districts 1 and 2. In the end, Stone’s ability to take the powers away and the impressive force of his personal guards in the city managed to repel the traitors, sending them back to where they came from. As punishment and a warning, Stone sent people in to District 13 and demolished it. Now it is nothing more than a heap of rubble, an all but forgotten relic.

In the aftermath of the rebellion, Stone began to contemplate consequences and how best to prevent further incidents. Eventually, one bright young youth came up with the idea of the Hunger Games, pitting the youth of each district against one another until only one Victor remained. That summer, Stone announced and held the first games on the same night that he formally disbanded the forever Superhero Council and declared himself the president for life. After witnessing the havoc he was able to create during the rebellion, no one stood up to him. Anyone that could have had already been hung for treason during the trials, leaving the citizens without an alternative.

For over thirty years now he has presided over Panem with little to no resistance. Any that he has come across has been swiftly dealt with by his peacekeepers, or occasionally himself. It all depends on how far your willing to take it. Luckily the quarter quells, brutal games with more consequences than usual, tend to keep his people in line and remind them that there is no hope. Rebellion is useless, and the odds are never in their favor.
